Leaning to play the Highland Bagpipe or Drums requires a systematic approach, using a well-proven method with an instruction book and lessons from a teacher/ tutor.

Bagpipes - A practice chanter is an instrument in its own right, but its primary purpose is to provide a path to playing the Bagpipes. Later it provides a convenient way to practice new tunes, complex fingering and so on, especially at times when practicing on a full pipe is impractical.

Drums - A drum mat and drumsticks provide a convenient way to practice all the basic rudiments. Having mastered some basic settings these can then be practiced with a recording of the pipe music, and afterwards on the drum.
